How can you forward a Virtual Number to Skype and receive the call anywhere in the world?

I want to be able to forward calls from my Singapore number to a Virtual Number that is then forwarded to my Skype ID so that I can receive calls from Singapore when I am traveling overseas. How does this work?

    Buy a Singapore number and forward it to your Skype username.

    Now take your mobile phone in Singapore and set it to forward all the calls to your new Singapore Flynumber.
